Applications in prescribed format are invited for appointment of 3 (three) Contractual posts of Consultants -one each in the field of Agriculture and Allied (Agriculture/ Horticulture & Veterinary & Animal
Husbandry) and Civil Engineering disciplines in the ‘Project Formulation and Quality
Management’ (PFQM) Cell in the NEC Secretariat.

Positions Details: 

Total No. of Post: 3 (Three) contractual posts of Consultants

1) Domain Expertise: Agriculture/
Horticulture

Essential minimum educational qualifications: Bachelor’s Degree in Agriculture or Horticulture or equivalent from a recognized University/ Institution.

Desirable qualifications: 

  • M.Sc. Degree in Agriculture or Horticulture.
  • Ph. D in Agriculture or Horticulture.
  • Experience in Agriculture or Horticulture work including formulation and examining projects/schemes proposal in the important Agriculture or Horticulture Sector for developing rural livelihood and employment in the eight (8) North Eastern States.

Work experience, if any: 

  • 5 years for Bachelor’s degree (Agriculture or Horticulture) holders and 2 years for M.Sc/Ph. D Degree (Agriculture or Horticulture) holders.
  • Practical experience and a sound knowledge of Agri/ Horti farm management.
  • Excellent communication skills, both written and spoken.
  • Technical and Analytical skills.
  • Proficiency in I.T.

Age: Should not be less than 25 years and not more than 40 years at the time of submission of application.


2) Domain Expertise: Animal Husbandry & Veterinary

Essential minimum educational qualifications: Bachelor’s Degree in Veterinary & Animal Husbandry or equivalent from a recognized University/ Institution.

Desirable qualifications: 

  • MV Sc & AH
  • Ph.D. Degree in Veterinary & Animal Husbandry
  • Experience in Veterinary & Animal Husbandry work including formulation and examine projects/schemes proposals in the important Veterinary & Animal Husbandry, Livestock sector for developing rural livelihood and employment in the eight (8) North Eastern state

Work experience, if any: 

  • 5 years for Bachelor’s Degree holders and 2 years for MV Sc & AH/Ph. D Degree holders.
  • Practical experience and a sound knowledge of farm management.
  • Excellent communication skills, both written and spoken.
  • Technical and Analytical skills.
  • Proficiencyin I.T.

Age: Should not be less than 25 years and not more than 40 years at the time of submission of application.


3) Domain Expertise: Civil Engineering

Essential minimum educational qualifications: The candidate should have B.E/B. Tech/BSc Engineering (Civil)/A.M.I.E (India) from any recognized Institute/ College/ University.

Desirable qualifications: 

  • M.E/ M.Tech/ M.Sc. Engineering (Civil) Degree.
  • Post Graduate Diploma in project management from any recognized Institute.
  • Knowledge and experience about Monitoring and evaluation of central govt. Schemes/project of not less than 5 years.
  • The candidate should have a good knowledge of the Central Govt. And State Govt.Project/Schemes/programm-es, Project formulation/Planning, implementation guidelines, Monitoring and Evaluation Methodologies, preparation of fact finding reports, etc.
  • The candidate should have the good functional knowledge of computer in MS word, Excel and power point presentation. Persons with higher/additional qualification, research experience,
  • Published papers in the relevant field would be preferred.

Work experience, if any: 

  • 5 years for Bachelor Degree (B. Tech. Agricultural Engineering/Civil Engineering) holders and 2 years for Master Degree (M. Tech. Agricultural Engineering/ Civil Engineering) holders
  • Practical experience and a sound knowledge of civil construction and mechanical work.
  • Excellent communication skills, both written and spoken.
  • Technical and analytical skills
  • Proficiency in IT (computer)

Age: Should not be less than 25 years and not more than 40 years at the time of submission of application

Period of Engagement:
The period of engagement is one year initially that can be extended/
terminated (even before one year) due to necessities/ exigencies; but
total extension is limited to 3(three) years.

Emoluments: Rs. 30,000/- (Rupees thirty thousand) for a Degree holder
and Rs 40,000/- (Rupees forty thousand) for a Master Degree holder. Conveyance allowance of Rs. 3,000/- would be allowed.

Place of Work: The place of work will be NEC Secretariat, Nongrim Hills,
Shillong. However, while ensuring a robust mechanism of monitoring of
the physical and financial progress of the NEC sponsored projects/schemes, he/she should undertake frequent site inspections/monitoring in all the eight States of the NER in respect of the projects/schemes being assigned to them from time to time by the E & M and other Sectors of the NEC Secretariat.
